Budget 2024-25:
The government plans to provide three crore additional houses under the PM Awas Yojana across rural and urban areas. The PM Awas Yojana Urban 2.0 will address the housing needs of 1 crore urban middle-class and poor families, with an investment of ₹10 lakh crore, including ₹2.2 lakh crore in central assistance over the next five years.
Budget 2023-24:
In the 2023 budget, the outlay for the PM Awas Yojana was raised by 66% to ₹79,000 crore.
What is Pradhan Mantri Awas Yojana?
The Pradhan Mantri Awas Yojana (PMAY) is a flagship social welfare program initiated by the Indian Government in 2015. Its goal is to provide affordable housing to all eligible individuals in both urban and rural areas by constructing approximately 20 million homes. PMAY is split into two components:
- Pradhan Mantri Awas Yojana Urban (PMAY-U)
- Pradhan Mantri Awas Yojana Gramin (PMAY-G)
The scheme is also linked with other initiatives like:
- Swachh Bharat Abhiyan (clean toilets and sanitation)
- Saubhagya Yojana (electricity access)
- Ujjwala Yojana (LPG gas connection)
- Pradhan Mantri Jan Dhan Yojana (banking for all)
PMAY Urban (PMAY-U)
This component focuses on providing affordable homes with basic amenities like water supply, kitchens, electricity, and toilets to all eligible families in cities and towns. Women empowerment is a key focus, with property ownership in the name of female members or joint ownership with husbands. As of July 15, 2024, 118.64 lakh houses have been sanctioned, with 84.7 lakh completed.
PMAY Gramin (PMAY-G)
PMAY-G aims to provide pucca houses to all households living in kutcha homes in rural areas. As of July 15, 2024, 2.94 crore houses have been sanctioned, and 2.63 crore are completed. The scheme also provides basic amenities like clean water, electricity, and toilets.
Benefits of PM Awas Yojana
- Housing: PMAY-G offers homes of 25 sq. meters, while PMAY-U provides homes ranging from 30 to 200 sq. meters.
- Financial Assistance: Beneficiaries under PMAY-G receive ₹12,000 for toilet construction and unit assistance ranging from ₹1.20 lakh to ₹1.30 lakh. In PMAY-U, ₹1.5 lakh per house is provided for Economically Weaker Sections (EWS).
- Women Empowerment: Ownership of houses/land is in the name of women or jointly owned by the household head and spouse.
- Interest Subsidy: Beneficiaries get subsidies on housing loans, reducing their financial burden.
- Improved Living Standards: Providing better housing will uplift the socio-economic status of beneficiaries, improving their overall quality of life.
- Slum Reduction: The scheme also helps reduce slums in urban areas by providing permanent homes to slum dwellers.
- Direct Transfer: All financial assistance is directly transferred to the beneficiaries' bank accounts linked to Aadhaar, ensuring transparency.
Components of PMAY Urban
- In-Situ Slum Redevelopment: Slum areas are redeveloped into formal urban settlements using land as a resource.
- Credit Linked Subsidy: 6.5% interest subsidy is provided on home loans for up to 15 years.
- Affordable Housing in Partnership (AHP): The government collaborates with private and public sectors to provide affordable housing to economically weaker sections.
- Beneficiary-Led Construction: Families unable to avail the first three components are assisted in constructing or enhancing their own homes with central aid of ₹1.50 lakh.
Eligibility for Pradhan Mantri Awas Yojana
Urban (PMAY-U):
- Economically Weaker Sections (EWS), Low-Income Groups (LIG), and Middle-Income Groups (MIG) with specific income caps are eligible.
- Slum dwellers are also eligible under the scheme.
Gramin (PMAY-G):
- Households living in kutcha houses or without homes can apply. However, those owning assets like motorized vehicles, certain types of agricultural equipment, or government jobs are excluded.
Target Beneficiaries
Urban (PMAY-U):
- Labourers, urban poor, industrial workers, and migrants from EWS/LIG.
- SC/ST, widows, and minority groups from EWS/LIG.
Gramin (PMAY-G):
- SC/ST households, destitute families, manual scavengers, and bonded laborers.
How to Apply for PMAY
PMAY-U:
- Visit the official PMAY website.
- Click on 'Sign In' and register as a new user.
- Enter Aadhaar details and proceed with the application form.
- Fill in all required details, save, and submit the form.
PMAY-G:
Visit your local Gram Panchayat and submit your details to be enrolled in the scheme.
